
As part of my professional activities, I gave a 45 minute presentation to a professional audience of more than 350 people as part of Behördenspiegel’s “Digitaler Staat Online” event series on the occasion of the “Praxistag Agilität und Skalierung in der öffentlichen Verwaltung”. The topic was the design of contracts for the implementation of agile projects in public administration.
Agile projects in public administration regularly lead to major challenges. These begin with the invitation to tender. But the contract design also frequently raises questions.
Such a complex topic can, of course, only be touched upon in a presentation lasting 45 minutes. Aspects such as the selection of the right award procedure, the creation of a performance specification, and design elements such as an “agile fixed price” – possibly in conjunction with “bonus and malus” elements – are worthy candidates for their own seminar and workshop formats with regard to the requirements of public procurement law.
Two in-depth workshops on “Agile Fixed Price” and “Agile in a Non-Agile Organization” (both in german language) are currently in the planning phase and may take place in the near future.
